Josh Rubin, Chairman, representing INDEX Nogales
Josh Rubin is the Vice President of Business Development at Javid LLC, a shelter company that helps manufacturers diversify their global supply chain operations. Josh is a Board Member of INDEX, which is the Association of Manufacturing Industry in Mexico. He was a Commissioned Officer in the US Army, serving over 8 years with 1 deployment in direct support of Operation Enduring Freedom in 2015-2016. Joshua received a Bachelor of Science in Cultural Anthropology from Vanguard University in Costa Mesa, CA, and a minor in Military Science from Cal-State University Fullerton, CA.
Matt Mandel, Representing Fresh Produce Association of the Americas
Matt Mandel grew up in and around the produce industry, beginning his career repacking product after school in the early days of SunFed. He has held multiple roles at SunFed since 2007, most recently as VP of Finance & Legal. He is the Past Chairman of the FPAA and sits on its Executive Committee, is a member of the International Fresh Produce Association’s Grower/Shipper Council, and the Board of Directors of Boys & Girls Clubs of Santa Cruz County. He previously served on AZ Governor’s Rural Business Development Advisory Council. Matt holds a BS in Business Administration from NAU and an MBA from the University of Arizona. He is happily married with two amazing & feisty children, an even feistier blue heeler, and a little fat mutt.

Olivia Ainza-Kramer, Representing Nogales-Santa Cruz County Chamber of Commerce
Olivia Ainza-Kramer is a distinguished native of Ambos Nogales, boasting 30 years of extensive experience in finance and business development. Her educational background, which spans both Mexico and the United States, has instilled in her a profound understanding of biculturalism and the importance of fostering strong international relations between the two countries.
Olivia has held significant roles, including her tenure as a former Vice President at Bank of America, where she provided invaluable support to numerous businesses across Nogales-Santa Cruz County and Mexico. She joined the Chamber’s Board of Directors in 2006 and has served as its President for the past decade.
Her extensive board-level experience extends to various community and economic development organizations, including the Arizona Chamber of Commerce & Industry, Santa Cruz County Local Workforce Development Board, Hermosa Advisory Panel at South32, Southern Arizona Chamber Association, Santa Cruz Family Guidance, AZ19 Tourism Alliance, Binational Tourism Commission, and the Santa Cruz County Collaborative Group.
Through her diverse roles, Olivia has consistently demonstrated her commitment to enhancing economic vitality and fostering community growth in the region.
Amy Taylor, Representing First Interstate Bank
Amy Taylor joined Mariposa Community Health Center in 2024 as Chief Operating Officer, bringing with her more than 13 years of leadership experience in community health. Originally from Connecticut, Amy previously served as Regional Vice President at Community Health Center, Inc., where she led multiple teams focused on expanding access to care and strengthening community partnerships. She holds a Master of Science from the University of Denver, a Bachelor of Arts from Bowdoin College, and participated in the Geiger Gibson Fellowship in Community Health Policy.
As COO, Amy restructured the organization and helped introduce Mariposa’s new cultural beliefs, shaping a vision rooted in “Connecting with Compassion, Empowering Wellness.” In January 2025, she was appointed Chief Executive Officer, continuing to lead with a focus on collaboration and excellence. Amy has set ambitious goals for the future, ensuring Mariposa remains both the best source of care for patients in Santa Cruz County and an outstanding place to work.
Amy is deeply connected to the border community she now calls home. She finds joy in the breathtaking sunrises, the local culture, the kindness of people, and the beauty of the mountains and desert plants.
Gustavo Acosta, Representing Nogales US Customs Brokers Association
Gustavo Acosta is the General Manager of R.L. Jones Customhouse Brokers, Inc. in Nogales, a position he has held since 2001 after beginning his career with the company in San Diego in 1999. He holds a bachelor’s degree from the University of Arizona and brings more than two decades of leadership experience in customs brokerage and international trade.
In addition to his role at R.L. Jones, Gustavo currently serves as President of the Nogales Customs Broker Association (NCBA), sits on the board of the Nogales Santa Cruz County Chamber of Commerce, and is an active member of the Nogales Rotary Club.
Beyond his professional commitments, he has been deeply involved with the Boy Scouts of America Troop 555 for more than 15 years, supporting his three sons in achieving the rank of Eagle Scout. His dedication to both his industry and community reflects his strong commitment to leadership, service, and growth on both sides of the border.

Edgar Guillaumin, Representing Constellation Brands
Edgar Guillaumin received his BA in Law and a postgraduate degree in Business Administration from the University of Calgary, and a master’s degree in Corporate Law and a Ph.D. in Strategic Planning and Public Policy from Anahuac University.
Edgar has experience in the public sector, having served as Director of Promotion and Investment Attraction with the Trust for Industrial Development at the State of Michoacán, where he collaborated in developing the Free Trade Zone at the port of Lazaro Cárdenas.
In the private sector, Edgar has worked with DHL International, Kansas City Southern, and the Mexican Beer Institute, and currently serves as Vice President of Public Affairs for Constellation Brands based in Washington, D.C.
He is a member of the Advisory Board for the Mexico Institute at the Wilson Center and serves on multiple boards, including Border Trade Alliance, US–Mexico Foundation Advisory Council, and the Mexican Water Advisory Council. He has published and participated as a political analyst in several media platforms, including Expansión and CNN International.

Jaime Chamberlain, Secretary and Treasurer, Representing Nogales-Santa Cruz County Economic Development Foundation
Jaime S. Chamberlain has been in the produce business in Nogales for 30+ years. He is the current President/Owner of Chamberlain Distributing Inc., a 52-year-old company established by his family in 1971. He also serves on the Board of Tucson-based SUN CORRIDOR Inc, Past Chairman of the BOD of the Fresh Produce Association of the Americas, and Chairman Emeritus of St. Andrews Children’s Clinic. He is also a board member of Southern Arizona Leadership Council and the Arizona Commission on Appellate Court Appointments. Jaime serves on the board of the Arizona-Mexico Commission and is Co-Chair of the Ports, Transportation, and Infrastructure Committee.
Scott Vandervoet, Representing Nogales Community Development Corporation
Scott Vandervoet has been a board member of Nogales Community Development since 2022. He is keenly interested in the economic and social vitality of Nogales, Arizona.
Scott grew up in Santa Cruz County and attended public schools in Tubac, Rio Rico, and Nogales. He has undergraduate and graduate degrees from the University of Arizona.
Scott is employed in the local fresh produce industry and in his free time coaches youth soccer.
Roberto Guevara, Representing UniSource Energy Services
Roberto Guevara is the Senior Director for UNS Energy subsidiary UniSource Energy Services, overseeing UNS Electric and UNS Gas. He has been with UNS since 2003, where he has held various leadership roles, including Electric and Gas Planner, Transmission and Distribution Supervisor, Santa Cruz Gas and Electric District Manager, Director of Operational Excellence for UNSE/UNSG, and Director of Operations for UNSE.
Before joining UNS, Roberto served as the Manager of Engineering for an industrial, commercial, and residential development company in Mexico. He holds a Bachelor of Science degree in Civil Engineering from Instituto Tecnologico de Nogales in Nogales, Sonora, Mexico.
John Fanning, Representing Santa Cruz County
John dedicated over 35 years to education in Santa Cruz County, serving in roles from teacher and coach to Principal and District Outreach Coordinator in the Santa Cruz Valley Unified School District No. 35. His career highlights include the 2024 AZ19 Most Influential People Award and coaching the RRHS 2004 Basketball State Champions.
A passionate advocate for local families, John’s commitment extends beyond education, with active involvement in organizations like Rio Rico Rotary and Santa Cruz County United Way, always prioritizing service to his community.
Pat Risner, Representing Santa Cruz County Mining Cluster
Pat Risner studied Mining Engineering at the University of Missouri and came to South32 from BHP, where he held the position of Group Health, Safety and Environment Officer. He is an experienced mining operator, having worked in technical, planning, and operational roles in both the United States and Australia. With strong leadership experience in mining health, safety, and environment, he is regarded as an industry expert in complex project planning and development.
Alba Quijano, Representing First Interstate Bank
Alba Quijano is a Commercial Lender, VP at First Interstate Bank with over 27 years of experience in the banking industry, 26 of those years specifically in Commercial Lending holding various positions. Alba is a current board member of the Rotary Club of Nogales and past President, is a member of the FPAA, CREW Tucson (Commercial Real Estate Women), Tucson Hispanic Chamber, and prior board member of the Risk Management Association.
Alba received a BS in Business/Accounting, an MBA, and completed Commercial Lending Credit College at Bank of the West. Alba has three adult children, two of whom are in college, and one is father to her very active three-year-old grandson. Other members of the family include a 6-year-old Mastiff and a 14-year-old bulldog mixed rescue.
